You have to do something really bad, but not as bad for a ban. You cant mass-report comments.

The sources may be over exaggerated, or you have to probably say a swear or something else obviously not allowed and extremely mature.

where do 12-hour comment bans come from?
My understanding is the ST gives them. I've never received one myself, so only know what I've heard secondhand, but my recollection from people who have received them is that they were accompanied by an alert explaining they got muted for 12 hours and why (if this has happened to anyone here, please feel free to confirm or refute this). who decides to give you these mutes then?
For automatic mutes they start at five minutes and subsequent mutes increase in time, with the mute time resetting after going a certain amount of time without mutes. You won't get automatically muted for anything close to 12 hours unless you get muted a lot of times before it, and there may be a time cap on automatic mutes (I really don't know, just speculating).

Surely the filter (which is broken at the moment) will give out mutes. If it's broken, the muting responsibility goes to the Scratch Team although you have to report the comment to let Scratch Team know. I was personally muted because I sweared, but didn't include the full bad word.
