Why? What's the advantage to doing so?

GitHub Pages already offers free 24/7 hosting, unless GitHub's servers go down (in which case there are larger issues than your GitHub Pages site- the world's largest repository of code is down).
With Github the link to the website will either be USERNAME.github.io or USERNAME.github.io/REPOSITORY whereas in Netlfiy you can just use something.netlify.app, in netlify you can link a git repo and if you change something in the repo the website will update in 30 secs whereas it takes like up to 10 mins in Github. There is not much difference.

I'm not really sure what you mean by this, but there isn't any javascript involved.

Here's mine! I expect this to take a *very* long time for people to get. Encoded in Base64 (you should see this as pure bytes with padding 0s on the end):
