The Official List of Rejected Suggestions
Scratch is not, and shouldn't be a direct democracy. And besides, regardless of what gets voted to be “unrejected”, it would still not be reconsidered, but the ST would mealy be “forced” to leave its topic up to no benefit. I propose that we hold a vote to remove certain rejected suggestions.

Za-chary updates the list roughly every weekend, and your suggestion, which you posted on TOLoRS instead of its own project, isn't common enough to warrant being put on the list.Scratch is not, and shouldn't be a direct democracy. that's because scratch isn't like roblox. scratch projects are more like separated universes than a giant universe (which is what roblox is like). it would be impossible to implement emotes everywhere since there are non-game projects here and it is not exactly clear who is the player. however, you can implement emotes in your own projects if you want. Scratch emotes aren’t on here, IT MIGHT BE AN ACTUAL THING! _B)_
also, just because something isn't on TOLORS doesn't mean it's implemented. dark mode isn't rejected, but isn't implemented.

Thanks! It doesn't seem to be a common suggestion, though, so I'll leave it off the list for now.My -snip-post got rejected.
this topic as 3.7 in the listI feel like this is already covered in the I'd like to have to have Community Guidelines. Spam/disrespectful remix chains are not allowed, and otherwise remix chains are allowed because remixes are already allowed.
If you think there are some that should be removed from this list of rejected suggestions, feel free to let me know and I'll consider it; no vote required. But even if I remove something from the list, that doesn't make it un-rejected. I propose that we hold a vote to remove certain rejected suggestions.
If instead you want some suggestions to be un-rejected in the first place, I find it unlikely that this would happen. Even if they were un-rejected, that doesn't mean the Scratch Team would implement them. If the Scratch Team never plans to implement a particular suggestion, there's not much of a point of having people discuss it.

If you want to be technical, this iteration of TOLORS was made before the moratorium on guides was placed, so I suppose TOLORS was grandfathered in. The more likely explanation is that TOLORS is useful for Scratchers to learn about, and direct others toward, suggestions that were rejected by the Scratch Team. (If I and this iteration of TOLORS suddenly dropped off the face of the Earth, I would imagine that the Scratch Team would still allow someone else to create TOLORS even though there is a guide moratorium in place.) how is this guide allowed? If you think something on Scratch is mean, insulting, too violent, or otherwise disruptive to the community, click “Report” to let us know about it. Please use the “Report” button rather than engaging in fights, spreading rumors about other people’s behavior, or otherwise responding to any inappropriate content. The Scratch Team will look at your report and take the appropriate action.
What are you even asking for here? An option to only allow one scratcher to remix a project? I feel like requiring all projects to be remixable by everyone is bad but someone has to be able to remix it, solution.
3.2 Disable remixing or censor minor remixes
One of the most important ideas of Scratch is the share aspect. Scratch is a website not only for displaying your work, but also for sharing it with others, and by posting your project on the Scratch website you agree to allow others to remix your work. You are not allowed to write “Do not remix this project” in the Notes and Credits of your project; you may get alerted for this, because it discourages remixing. This suggestion extends to the ability to require permission to remix a project, as you have already given permission to others to use your creations by sharing a project on Scratch; for more information, see this post.

This suggestion extends to coding, viewing, converting, or downloading Scratch in any text-based language, including BBCode, Javascript, some form of pseudocode, or some other programming language. If you wish to code using another language, then you can learn it on your own, but it would have to be done outside of Scratch. For those who are interested, it may be worth checking out Tosh. It is a text-based programming language that serves as a text editor for Scratch projects. Another option is MakeCode Arcade, a programming language that can convert between block-based and text-based programming within the editor.
I believe adding Leopard here may be beneficial?
