Is TurboWarp Allowed?

Based on this, I understand that only scratch.mit.edu/projects/editor is allowed for creating projects. Does this mean that anything created on TurboWarp, Forkphorus, or other alternatives to the editor are technically against community guidelines?
Also, it's unclear about the Scratch 3 application. What about that?

It means that you cannot upload projects that you have made from these editors but you can use them.

Oh, sorry. I knew it mean that, but doesn't that technically mean that you can't use any Scratch apps other than 1.4? It specifically mentions Scratch 1.4. Does this mean that creating things on the Scratch 3 app will technically void a user's allowed ability to upload a project to the website?
I don't think that the answer will practically affect anybody, because people tend to bend the rules as they see reasonable– especially when Scratch cloud servers are down, or they need extra debugging tools not provided by third-party software which interacts with Scratch– but it's been defined quite peculiarly, in my opinion.

Yes - it does mean you can only use the 1.4 editor. Although as you said the rules are bendable.(#2)

No, Scratch 3 is allowed.
It's written that the source code (the coding in which 1.4 was made) is availble to download. It says about the usage of that code and not the app.

And I’ll and another clarification that I think is correct. People often read “website editor” and take that to mean “online editor”. But “website editor” means a Scratch editor that came from the Scratch website.

(#7)Not the CG but the ToU, technically. Though if you only use Scratch-compatible stuff (so if the project could have been created in the vanilla Scratch editor) I don't think anyone would mind or enforce it.

Is TurboWarp Allowed?
Considering how much Turbowarp is used and how many restrictions you need for your Turbowarp project to be compatible on Scratch, it's totally fine, A well-known scratcher posted a project that wouldn't ever load on Scratch and required you to open the project on Turbowarp, the project was somewhat popular and is still up, so there's an example. If Turbowarp was strictly prohibited (Which it obviously isn't) then I would no longer be using Scratch personally.

I think the project must be made in original Scratch, though it's fine to have a link to your project in Turbowarp.

Technically, yes.
However, it's very hard to tell if a project is made in Turbowarp, as long as you don't use Tw specific blocks.
Using it to make projects should actually be fine, since I don't think the ST will go around taking down projects for that.

As the other answers have said, it's technically not allowed. You should be fine though, unless the project only works on something like TurboWarp - the projects need to work on Scratch itself if they're published here.
