Can it run Doom?

Yes.
how?
A few ways.

1) Imagine it using your imagination, which is kind of like running doom on an AI. The more experience you have with the game the better the imagined one is going to be.

2) Set up a human computer where people can represent ones and zeros. Then just code Doom.

3) On their computer :>

Or just memorize what binary OP codes correspond to which operations, and do the math itself.

Single logical AND, NOT and OR gates that are about 2.5nm wide, with some RAM and connected to a computer screen.

Your question is really “what's the smallest turing-complete computer possible currently”.

possibly a highly specialized set of semiconductors with a battery somewhere out there, or maybe something smaller like a random set of qubits in the middle of space

Yea, with modifications to the code.

But, you weren't clear with what you meant by “run doom”. This means we could interpret this as “run the doom game in a new window.” Now, to do this we would need to add a new button to the start menu of portal. This button would create a new window and run doom in the window.

But that's probably not what you meant when you said “run doom.” What you probably meant was “execute doom inside of the game.”
This is a much more difficult problem and requires extensive modding.
Steps to add doom:
1. Create a new item you can collect called “doom.exe.”
2. When this item is used, the portal game is paused and doom is launched (but no new window is created).
3. The inputs from the user must be redirected to doom instead of portal, and the output (display window) of doom is redirected to the portal window.
4. Make portal detect when doom is closed and unpause the portal game.
5. Fix bugs.

-snipped still alive doom-
A chatbot could run Doom if it learns ASCII Art, and you give it live input. A client then shows the generated ASCII Art. You could train it on ASCII art of some of the game's frames. Alternatively, you could code a Python/Turtle version, and train the chatbot on that, then have it execute the code in a chatbot window, with live input.

At least, I think I'm right.

now with this inconspicuous knowledge, it's time to homebrew and hack my xbox.

There are actually smart toilets, which probably have enough processing power to run doom

I think the wowcube has enough processing power to run doom on one or multiple of its screens.
