This scene takes place in the Valley of Mass Reporting, which is in the Banlands next to Mt. Kaj.
The scene could be a banned user's flashback. Please snip this post if you quote it.

Banned User 1: (Walks into a small hut made of charred straw and igneous rocks.)
Banned User 2: (Climbs up a Project Island that has been taken down. Sits down. Picks up a game controller and starts playing.)
(A boulder tumbles down Mt. Kaj, toward Banned User 1's hut.)
Banned User 1: (Runs out as the boulder lands.)
(The project being played by Banned User 2 crashes due to a crasher script.)
Banned User 2: (Throws the controller to the ground in frustration. Gets up. Walks away.)
Camera: Switches to just above the fallen boulder. A pair of translucent feet land on the boulder.
Kaj: (shouts) Attention!
(More banned users walk out of their huts to see what going on.)
Kaj: Today we will finally get vengeance on those who have banned us.
Banned User 3: Uh, but what if we don't want vengeance?
Kaj: With my new bug machine, we will finally DESTROY SCRATCHTOPIA!!!
(A couple of banned users cheer at the speech, but most gasp.)
Kaj: What!? You don't want revenge?
Banned User 4: Uh, not really.
Kaj: Well, TOO BAD! I will destroy Scratchtopia whether you like it or not! Vengeance will be MI– I mean, OURS!! WHO's with me!?
(Silence.)
Banned User 2: Uhh… I mean… I wasn't permabanned, so…
Kaj: Well, I'm foolish to ask that. You'll ALL work with me! Or else!
