I know that they configure Turbowarp. But how do they work?

It's the result of setting some advanced settings in TurboWarp and then clicking the “Store settings in project” button.

Whenever a project is loaded Turbowarp compiles it into JavaScript, so when it sees the comment it knows to configure itself to match the specified settings
