It's a program that's source code is able to be viewed by everyone.
Like Scratch projects, most of Scratch's code is also open source, meaning that people can “remix” it (often called “forking” in the coding world). However, this forum is not for discussing forks of Scratch.
This forum is for discussing the Scratch Team's open-source projects, including the Scratch 3.0 editor.

Okay “Open-source” is basically when anyone is able to see the source code of a program, it allows you to tell if the program actually does what it says on the tin
