Why? Would they get any personal gain? No support, someone could create lots of spam stickies that take up the enitre comments section.

How? That doesn't even make sense! There's no way to quote someone with a comment! The only thing I could think you could possibly mean is stickying a comment that said something like “I really like this project!” But in that case, why should it matter? They're just showing people some of the feedback they've gotten! If someone really needed that anyways they could just delete all comments that weren't positive feedback.Quoting people out of context in order to make you look better even if they didn't say anything about the thing (or quoting someone with something they didn't say) if false advertising. Stickied comments prove to stand out MUCH more than text placed right next to the project. Many people don't bother to read the Notes and Credits or Instructions, as the text is off to the side and sort of dull and in an unobtrusive grey background. However, people posting in the comments would probably notice a box directly above where they entered comments, as they would have to scroll past it anyways to get to the box to enter a comment, and it would be right above the text they were writing. Much more noticeable.If someone's going to comment, like I said in the OP, it's way more likely that they're gonna look at a marked post a the top of comments than small text on the side.
Depends on how you arrange information, like I said.
You see, if you take advantage of the fact that the text on the side is the first text they will see, all you have to do is
MAKE IT STAND OUT
And they'll shift their attention to anything you've written on the side. Simple.

I really think you don't understand the suggestion. The suggestion is that the OWNER of the project can make it so comments of THEIR CHOOSING stay at the top of the project. The OWNER of the project would sticky questions because they were repetitively asked and answered in the notes, but nobody was reading the notes. And if people want to sticky f4fs or ads on their OWN projects, why should we care? It doesn't really affect us. They could put ads all over their projects and put one in the comment every other day, but nobody is complaining about that.Why would Important questions would probably get stickied… and how many stickied comments do you think people would use? Probably not more than 2 or 3.questions get stickied? And you heard of advertising or f4f spamming? Those guys don't just do it “2 to 3 times”. What would stop them from adding more?

It's wouldn't be very interesting to find Scratchers stickeying “I really like this project!” on their projects. It's like you being in a really good party and people thinking they need to tell you that it's a really good party. Especially when you don't think it is.

The owner is the one that choose the comments. I know, I've read it all before this even started. And then we're back to the notes. Look, just make a gigantic warning sign in the notes and credits section of the project. It's a lot easier than the Scratch team implementing this.
I never said they literally sticky the f4f or advertising comments. What I mean is that people can spam. Stuff can happen if the owner gets the ability to keep comments at the top.

People already do ascii spam. Imagine Scratchers putting this right at the top of the comments.
We have different opinions. You find 50% of them useful, I find 0.01% of them useful. - Stickying spam actually makes it easier for the ST to find and remove! Spam isn't accepted on scratch anyway, stickied or not. Isn't this a plus?
- A project creator stickying their own comments is kind of the point of this. No one else can sticky other than the project owner.
- Sometimes, you want to allow people to comment, but also want to make sure they see important messages regarding commenting. (For example, I would very much like to tell amateurs not to spam me with questions about following Kaj or changing thumbnails.) Closing comments defeats the purpose of giving a message about commenting.
- The purpose of this is to send a message about commenting, specifically what not to comment. Why would posting on the forums be useful in this?

A: Yes, however only the owner can sticky. If they really wanted to ruin comments, they could just disable them.

Well, the reason for my blanket statement is that basically, I almost unsupport all (Yes, I mean ALL) suggestions anyway.
I'm not being negative. I'm being a realistically critical person with a different opinion from everyone else and from my point of view this signature will only be wrong 0.01% of the time. Any other time it would clearly show two important things any suggestion is likely to be missing.
I'm not changing this signature unless I'm forced to or you provide a legitimate reason as to why I should change it.
Threats aren't going to affect me in any way so instead try pressing the report button whenever you feel like it.
