Hello there. I am wondering if there is any Scratch emulators, and if there are none, how to make a Retroarch core for Scratch.

Yeah, you got the person right. But that's not really an emulator, moreso a simulator. What I mean is an external piece of software (not made by the Scratch Team and not edited from the Scratch source code) which can run a Scratch project decently enough.

phosphorus and its forks (for example sulfurous, and forkphorus, which adds Scratch 3.0 support (phosphorus and sulfurous are old enough to not support 3.0!)) were not forked from Scratch's source code, so they might count.

There doesn't really have to be an emulator for Scratch, right? Also, another example is Turbowarp Packager, which can transpile Scratch to HTML/JS or executable files (.EXEs on Windows).

Okay, what I've realized now is that I just want a Scratch core for Retroarch so I can play Scratch projects on console. Can someone help me me out in making it?

dude just connect ur xbox controller to windows
if you dont have either just download a 3rd aprty controller connecter

dude just try playing your scratch projects on a portable console like a 3ds

sb3s CAN be converted to html5, but neither are able to run on 3ds.
