Judging from some information, maybe Scratch Font is Black boys on mopeds Font by pizzadude(Jakob Fischer).

@myeducate says that when contacted, pizzadude said that MIT had the rights to one of his fonts. When I looked on his Dafont page, this was the only thing I could find even remotely close to the Scratch font; in fact, it looked exactly like it. So, I wouldn't say that it's a possible match, I'd say it's a 100% complete match.
