I was going to say that it might be better being a checkbox in the messages screen, something like “stop receiving messages”, but after thinking about it a bit more, I think it's fine being on the settings screen.
(The purpose that it would have being on the messages screen is so more users see it and are aware that it exists. But yeah, if it's a last resort thing, it will be better on the options screen since less people go there)

Either lock down the studios yourself, or just ignore the comments.

Its not that hard to ignore a couple comments.

Maybe if it's just a couple of comments, but I think it would be a bit harder to ignore if it was a mass hate event.
Of course they could just leave Scratch, but then they won't be able to do programming here if they're passionate about it.

how 2 get rid of hate in 3 easy steps
1. close profile comments
2. report and then delete all rude comments
3. repeat as necessary

Can't you say the same for any non-physical bullying? “They're just ignoring you, its not that hard to get over it”, “They're just calling you names, just ignore it”. Sure, some people are able to ignore it, but it shouldn't be an expectation for everyone to be able to ignore hate.

look I have gotten hate projects… if someone gets hated on it is incredibly easy to make fun of the hate project because hate projects are really low quality projects.

This is not true for everyone. Otherwise, theres no reason there would even be “no bullying” as apart of the rules.

Sadly, this isn't always viable. Its quite easy to create a bot to scan for all your comments you've ever left and then leave hate comments there with alt accounts.

Support. Some parents don’t want their kids to interact with people online so this could also be useful for that don’t y’all dare to say no parents do this.. I would know.
