All would say bans can be discussed with contact us
suggestions: look for shoes duplicates and link to reject list, also don't post unban/ban account
QaS : only scratch questions, don't talk about bans or non scratch things, do not name and shame

So after a user makes their first post in each forum, the pop-up would disappear? Here are my ideas for the messages, feel free to edit these:

• Questions about Scratch: This forum is for Scratch questions. Make sure to not to talk about Scratchers or non-Scratch related things. Additionally, please do not name and shame.
  
• Suggestions: Before posting, please look for duplicate posts (link to wiki article on dupes). You can learn about how to find duplicates here (link to the sticky about how to find duplicate posts.) Additionally, feel free to read The Official List of Rejected Suggestions (link.) If you want to discuss someone who is banned, please ask that the user uses Contact Us to appeal their ban instead.
  

this seems a lot like a suggestion I made that has barely been discussed so support

That looks pretty good! And I was imagining it would look something like this, with an “ok” button.

I support this idea because then you don't have to directly keep telling people not to break the rules, and it takes less workload off of ST's list.

Useful for helping people make topics on the wrong forum less often, so support! Maybe there could also be a question mark button somewhere on the forum UI which would re-open the pop up?
