Here we go again...
Seems that fame hungry scratchers have found a suitable excuse to gain followers, by sending this message everywhere…
The bolded part is their invisibility cloak, making gullible scratchers to follow without getting into trouble by responsible scratchers, and therefore the ST.
So I suggest that the entire phrase (or at least the bolded part), should be censored by the filter for advertising.

1. It's quite harmless, so I don't see why it should be censored…
2. I don't think I've seen much evidence of this happening
Would you consider following me, I am doing an experiment to see how many followers I can gain in this way

So is chainmail, it's quite harmless and you can ignore it, but due to it's spammy nature, the filter blacklists a few popular types of chainmail, same thing here, except it is just like advertising in disguise of an “experiment”…
2. I don't think I've seen much evidence of this happening
ASCII art has been counted as spam and has many of them on the filter. Thus, filtering this is fair play.

It would probably be best to have the blacklisted phrase be as short as possible, so it catches as much as possible. Perhaps it could be “how many followers I can gain” or “experiment to see how many followers”.

I think yes… The phrase to be blacklisted is very flexible and can be changed as and when needed.. It would probably be best to have the blacklisted phrase be as short as possible, so it catches as much as possible. True, there could be real experiments that people would want to undo after it's over. what if someone is doing an experiment and at the end they ask everybody to unfollow
Also true, op provides no proof. No support, this might not actually be the reason people are following popular scratchers, you need some proof.

Not all scratchers know who is worthy of a follow or even what the follow button is used for, due to it's simple nature… you could just, choose not to follow them though
The Scratch Age Demographic is 8-16, and scratchers who are still exploring the world of Scratch may actually fall for these “experiments”

Why would someone want to experiment with follows? They are just a click away and need to be obtained through hard work, not just “experiments” what if someone is doing an experiment and at the end they ask everybody to unfollow

With undeserved fame, greed always follows…
With follows being the representation of fame, this experiment turns into a source fame, this greed prevents scratchers from unfollowing once the supposed “experiment” is over.
When you hinder this experiment's progress, you also hinder greed from corrupting scratchers and attracting others into it's powerful clutches, meaning more creativity, and less fame hunger, one scratcher at a time…

TimMcCool's profile has an example comment, showing it's wide outreach, kindly take a mockup of it and send it in a post before it gets buried No support, this might not actually be the reason people are following popular scratchers, you need some proof.
This is kinda like F4F, famous scratchers are repelled from it due to it's tainted reputation, however, unpopular scratchers aren't.

I don't see why this should be banned. While scratch doesn't encourage attempts at gaining fame, its not something thats not allowed. If F4F and FOR are allowed, why shouldn't this? (Of course, if people really use it to trick others with clear lack of intentions to conduct their expirement, it'd be valid to just report it as a scam)
