Fixing the Guide to the Suggestions Forum
I'll keep this brief.
There are tons of tips on helping on the Suggestions forum. There have been a few projects about this, as well as comments and even essays on Scratch Wiki.
However, these sources are hard to find when you're browsing Suggestions. What we do have, however, is the Guide to the Suggestions Forum. (We also have the Constructive Recommendations sticky, but I've already made a topic on this.) This forum has a fair amount of information, but it's relatively small, and there is no way to discuss improving your posts the because topic is closed.
I think this might be a major reason why many users are being less constructive lately. How are users supposed to be able to improve their forum posts without learning how to improve? Yes, I know there are workarounds, but my suggestion is much more efficient, in my opinion.
Basically, I think the sticky should be remade and remain open, so users can share their thoughts and new ways to improve forum posts.
The current topic owner is permanently banned and will be unable to make a new version. It has to be another user who changes the topic. I'd personally be fine with remaking it, but I also think there are a lot of other users who are equally – if not more – qualified than I am to remake the topic.
As useful as it is to be able to link external sources like wiki essays to help users, I think having a sticky at the top of the forums with this information – is far more efficient in the grand scheme of things.

@dertermenter's Ocular status is still “Patiently waiting for my appeal to get an answer” and his profile is still up, so I personally think that the new owner should wait until his appeal gets accepted or declined and/or he states whether he wants to keep maintaining it or not.

To be fair, it's been a very, very long time. I do like Dertermenter, and I'd be more than happy with him updating the guide, but I'm just trying to be realistic. Boo!
