Show a speech-bubble thingy explaining the use of a block when you hover over a block in the block palette.

As new scratchers, don't know what is the purpose of a block, there could be a feature like this. This is like a speech-bubble shown when you hover your mouse pointer on the block in the block palette. They doesn't show up for blocks which are inside the scripts as they could be annoying.
New scratchers could understand purpose of few blocks, but not all, for example clones.

We could turn on and off this feature as this could be annoying. When you join scratch and are a new scratcher, this feature could be turned on and as soon as you become a scratcher, it can turn off automatically. There could be an option in editor like “Show block definitions - On/Off”

There used to be a thing like this called the Tips Window, and you could easily get to a block by right clicking it and clicking “help”, or by using the category of the block.
Someone suggested for it to be re-added here:

Also, I don't think it should only be New Scratchers because what if they just don't know what the block does, or just forgot? For example, I've seen people who aren't New Scratchers but don't understand blocks like these:

I think these both are very different, this is like a speech-bubble shown when you hover over a block in the block palette. This doesn't show for blocks inside scripts.

ah, like tynker? if you click (not drag) a block in the block palate it shows an explanation

I'm assuming you mean the operators one because of the dropdown LOL
Anyway, I'm thinking it shouldn't be hovering because you can still run the blocks in the block palette.

It took me a really long time to use some blocks, it is much much better and efficient, AND user friendly to support.

Definitely support, this would have saved so much time, also not everyone is so social with the forums, some people just wanna chill and do some code

This would help a lot of people, especially new Scratchers. As said by scienceexplorerl1 (nice pfp btw), some people just want to chill and code, and not go into the forums a.k.a warzone at times.

For anyone complaining, it could be optional. But automatically disabling it for Scratchers would be silly.

If I would add something, it should be like your regular tooltip, only appearing after not moving the mouse for a short while (about 1 second).

You have a good point about this feature not being very accessible to mobile users. How would you be able to make it work for mobile users?

Also, how would you expect the speech bubble to explain this block?

The shortest explanation would probably be “returns the sine of a number, using degrees.” But that's not exactly helpful — the “sin of” block would already make sense to you if and only if you know what the “sine of a number” is. So those who don't know what “sin of” means wouldn't really understand it based on this explanation.

But then any longer explanation would probably serve to be confusing and/or take up a lot of space in the context of a pop-up speech bubble. Something like “returns the length of the opposite side divided by the length of the adjacent side of the specified angle on a right triangle, using degrees” is already very verbose — and probably not very well explained unless a picture is given — and still doesn't explain what sin(120) is (since you can't have a 120º angle in a right triangle).

Perhaps it would be the same regardless of the dropdown, so the block is just “performs a mathematical operation on a number” or something like that?

Maybe it could be in the tutorials part, and you could choose to look in the video tutorials or the blocks (kinda like the tabs in the Tips Window)
Also, when the Tips Window existed, it said this:
