What is the limit of characters of say block in text-to-speech?

I wish they were organized by version. I suggest making categories for 3.0, 2.0, or 1.0 (if there even is a 1.0 mod, haven't tried every mod). No pressure though.

Is it really that bad? Cubeupload also links to unmoderated chat, and yet it's allowed as a image hosting service. And CU puts it in the footer.
