Limit a email address, internet, browser, and operating system to 5 accounts
When a account is being created, the internet, browser, operating system and email address should be checked. If 5 accounts already exist with that email address, the user should recieve a notification telling them to use one of their other accounts instead of creating a new one. If the user has a good reason to create more than 5 accounts, then they can send the scratchteam through Contact Us. This will make sure one person cannot mass report a project with multiple accounts.

Mass reporting barely does anything to the user affected by it, and it ends up doing more damage to the users who mass reported it. This is unnecessary as most mass reporting cases are solved fairly quickly.

I don't support the IP address. Many schools have students who create an account under the same IP, or the school's IP, and this could really make scratch at schools harder than it needs to be.

How does it affect the mass reporters? Mass reporting barely does anything to the user affected by it, and it ends up doing more damage to the users who mass reported it. This is unnecessary as most mass reporting cases are solved fairly quickly.

(#4)The mass reporters most of the time end up with moderation action taken against their account. How does it affect the mass reporters? Ok, good point. I removed IP address from my post. I don't support the IP address. Many schools have students who create an account under the same IP, or the school's IP, and this could really make scratch at schools harder than it needs to be.

(#6)Users can just make another email, its not that hard and I don't think it would stop mass reporters.Ok, good point. I removed IP address from my post. I don't support the IP address. Still, the reporters can just create new accounts. That's another point.(#4)The mass reporters most of the time end up with moderation action taken against their account. How does it affect the mass reporters? Yeah, that's why I said IP address. But if you think about it, internet address, location and Browser/Operating system would also work.(#6)Users can just make another email, its not that hard and I don't think it would stop mass reporters.Ok, good point. (#10)Still, my point stands this is unnessecary and would restrict normal Scratchers a lot. A lot of scratchers have multiple accounts for various purposes (one for games, art, animations etc). Adding this would just be restrictive. And I know you said that they can use Contact Us to request new accounts, but depending on what the reason is Contact Us can take weeks to months for a response. I imagine a lot of scratchers would be requesting more accounts making the wait times be way longer than normal.Yeah, that's why I said IP address. But if you think about it, internet address, location ND Browser/Operating system would also work.(#6)Users can just make another email, its not that hard and I don't think it would stop mass reporters.Ok, good point. People in the same family may use the same computer however, for a long time me and my siblings used Scratch on the same computer.
And a lot of people may use alt accounts/move accounts, I definitely have over 5 accounts registered to this computer (most are inactive)

How many accounts can you need? In a family of 4 kids, with 1 account for each person, that would work.Yeah, that's why I said IP address. Contact Us doesn't take THAT long. The max is a week.(#10)Still, my point stands this is unnessecary and would restrict normal Scratchers a lot. Read the edit I made to my post, most Scratchers have alt accounts to post WIPs, sneak peeks or random stuff.
Edit: kind of got ninja'd

They can delete their old account. Also, 1 alt is enough for most people.(#13)Alt accounts, test accounts, what if they want to move accounts? How many accounts can you need?
