No. As soon as you'd try to save your project/import an asset/load an asset from Scratch it would freak out. That is, if you even have a connection to load the website itself from in the first place.

Um… that sounds about as practical as a refrigerator that doesn't cool anything. The refrigerator's sole purpose is to cool food. Scratch's sole purpose is to let people code. Remove coding from Scratch and it's no longer Scratch.

If the Android version is open-sourced, then it's possible, but it's far from easy.
Maybe ST could offer a .ipa or .deb for sideloading, if they can't post it on the Apple store?

Actually, jailbroken iOS does use .deb packages. In fact, a full iOS port of dpkg is what is used for a lot of repo extractors, such as Cydia.
