Allow Account Settings while banned

Please don't say if you support or not without saying why.

So, someone who is banned could want to delete their account so it’s not public or change their email because their old one could have been outdated and they want to use Contact Us (to appeal it).

It shouldn't allow them to access location settings though. Someone could find a way to try to communicate using the location.

This isn’t a suggestion to show if you are banned. This is an option to access Account Settings (with some settings disabled) while banned.

Also, the download page (even for just 3.0) should be accessible

Why would you need to change your password if you are banned?

I do think that if the linked option were to get implemented, it should be in Account Settings with the other stuff.

You can’t access anything when you are banned EDIT: except for the Community Guidelines
