It looks like the other emoticons but it has an :3 face. It's pretty much the emoticon with one of the pixels moved up, I think.
The smile is wider and the eyes are a bit higher in the one than the but they are pretty similar.

I don't think this should be on the priority list, but it's a decent emoji suggestion as it does express emotion, plus it isn't obscure and I have seen people frequently use :3 .

I may work on a vector version of this.
