I think it's actually anything using the open-source code of Scratch. Mods and the like.

No, an open-source thing is when the code is fully public. In the case of Scratch, this means the code that runs the main website, the code that makes the Scratch editor work, even the code that makes sure your unshared projects aren’t accessible.

Scratch's “Open Source Projects” refer to the codebase of Scratch itself, rather than the Scratch community or projects made in Scratch. “Open Source” basically means that the code of an application or a website is public, and anybody can make their own copy, called a “fork”. Anybody can also contribute and fix issues and improve the Scratch code in their own fork, and even push it back into the original Scratch code with a “pull request”. Google Chrome, Firefox, Linux, and many other pieces of software are open source. While “without any copyright” isn't a correct description, it does get the idea. You can make your own projects and code that is based on open source code, provided that the license (such as CC, MIT, GPL, LGPL, etc) allows it. Open source projects like Blocky are what make Scratch possible in the first place.

Open source is just where the code is public. Sometimes other people can contribute.
