what is a open source project?
is it just a project or something else

its a project where others contribute assets, scripts etc. as far as i understand.

I think it's actually anything using the open-source code of Scratch. Mods and the like.

No, an open-source thing is when the code is fully public. In the case of Scratch, this means the code that runs the main website, the code that makes the Scratch editor work, even the code that makes sure your unshared projects aren’t accessible.

It is when you make something and it's code is fully open source = accessible.

free to change any code or take anything without any copyright

It's basically a project where you can see all the code and are able to take and use it.

Scratch's “Open Source Projects” refer to the codebase of Scratch itself, rather than the Scratch community or projects made in Scratch. “Open Source” basically means that the code of an application or a website is public, and anybody can make their own copy, called a “fork”.
