Hindi i think so it was available in 2.0 but what about 3.0 and how can we contribute to it. I am there in transifex and contributed to translation of (removed by moderator) and turbowarp. But i wish i could add hindi to scratch. Is there any rules for this

You could use the other languages forum, there is a thread for Hindi. Scratch is always working on new stuff, inculding languages that are not mentioned outside other languages.

To ensure the quality of translations, Scratch Team requires that all translations of the Scratch editor are reviewed as well as translated before we publish that language. Hindi is close to being ready as everything in the editor has been translated, but currently 30% of the translations still need to be reviewed.
