I hate when someone suggests something rejected, I would agree. However, I used to suggest a lot of rejected suggestions back in the day.. look where I am now, I learned from my mistakes and ironically enough I'm the new owner of the rejected suggestions sticky.
I feel like if you remind a user that their suggestion is rejected, they'd probably understand and might check out the sticky.
I do support, however, a thing that comes up when you first go to the suggestions forum that asks you to read the stickies. That's something different that I suggested, though.

OP, Semi-support. I do agree that reading the stickies is important, but punishing people is a little harsh.
Like other people have said, it's hard to force yourself to read several long stickies before posting.
I have asked several questions/suggested some stuff in the past that could have been pervented if I had read the stickies.

But again, I think that punishing users is a little much. Maybe tone it down a little…?

Semi-support.

While I like where you're going, outright punishing users is a bit much for something like forgetting to read a topic. I think it would be better to have a message/warning that displays either 1) the first time you enter the forums, or 2) when you do something that was already covered in the stickies (i.e. if you forgot to read them), instead of a punishment like an alert or a ban.

A ban is way too much. Maybe an alert instead.

Personally, I feel you. I get ticked off when people don't read the stickied topics as I don't get how you can't read them. However, a ban from the website is too much. At most a ban from the forums, even though that's not a thing

Semi-support, a block for a few hours is good for 1st offence. And 2nd one would be 1 week of no forums. And so on …

This is a good suggestion. What about punishment for not reading at least the first post of the topic? It would help in situations like if there was a suggestion to punish for not reading the stickies and it only clarified in the post that it'd only become active on the third offense and people kept not reading it and instead immediately replied with “No support people would hate the forums for this!!!!!!!!!!!!!!!!!” I think it should maybe be adjusted to the fifth offense, or at least third offense per forum.

I don't really get this. If you break the rules three times in a row while being told after each time to read the rules, chances are that giving you five chances won't make a difference.

No Support. Young scratchers might not even no that they should read them before suggesting. Getting banned for not reading stuff that they dont even know they they should read them.
