Eliminating Necroposting
I have three ways that we could cut down on Necroposting -
1. Close all topics where the OP hasn't posted in 1-3 months (or longer).This could make it so that nobody could post on topics obviously answered - a bot would do it. You can also choose a specific time where it will NOT close. Like if you are going on a long vacation. Also, the OP has the option to re-open it.

2. Remove the last page shortcuts. This would make it so the Necroposters would simply have to sort through each individual page to get to the older topics.

"The only way I can think of is making old topics be highlighted or something and before someone posts on them there's a popup or something that says ‘This topic is old and posting on it is not recommended unless you are adding something to the discussion.’” -OmnipotentPotato

Necroposting isn't a big deal anyway, and sometimes topics are still used and still provoke discussion even when the OP hasn't posted in a month, so no support for number 1.
Number 2, however, is actually an intelligent idea, Support!

I see necroposting a lot, and it's really annoying. Necroposting isn't a big deal anyway.

No support. Although I do hate necros, this is not the way to go about stopping them.

This is a great idea! Necroposting is frowned upon - and most people that necropost are new to Scratch. There really needs to be some sort of feature added (like this one you suggested) to prevent people from necroposting and then getting warned for unknowingly doing something by accident.

1. Indifferent. Very useful at times, but what if I just simply on vacation for a month and had no internet access? It could close my posts when I don't mean to.

Hmm. Maybe you could do something the topic like
Don't close for month
Then it would restrict closing the topic based on that. Though people would probably forget to do that.
Also, I didn't know people went on 1 month vacations…
