Why does the Scratch Team not implement suggestions?
Ok, hear me out. This is a genuine question. Why doesn't the Scratch Team add certain suggestions that I'd love to have?
Is it that they're coming in 4.0?
Is it that they don't have the resources to implement them?
Is it that they'd confuse New Scratchers if implemented?
Is it that they have certain reasons that we don't know about?
Or is it that they're too lazy to do anything and they just leave us hanging?
Please tell me, as I'd like to know why a lot of suggestions don't get implemented. Maybe I can make more constructive posts.

The do add suggestions. It's just that it takes time and effort to do any of them.
1. Maybe. Who knows?
2. I don't think it's possible to add all of them.
3. Some are.
4. Probably not.
I think clones were once a suggestion but a few months ago we (some other people) were just searching for the post in the forum archives and couldn't find it.

Thanks. It'd also be great if a real, live ST member answered, but that's kinda greedy to ask for.

Why does the Scratch Team not implement suggestions?
Maybe because there's so much other stuff happening on the website, and the Scratch Team is so small, that we can't possibly implement all these suggestions. Between the Black Lives Matter movement, the increased activity due to the COVID-19 pandemic, our regular moderator duties, and the frequent website slowdowns that have been happening, there's just so much to do that implementing new types of blocks in the Scratch editor that could technically be workaroundable isn't a high priority.
(Indeed, we probably want to make sure that Scratch runs fast for everyone before we even think of implementing some suggestion like this.)
Plus, not to mention that we have been implementing some suggestions (better sound editor, larger paint canvas, etc.) but lots of vocal users will be unhappy regardless of what we implement. If we implemented more advanced custom blocks, for instance, I imagine there would be a lot of users who say “Oh, so you could add this, but you can't add dark mode?”
Patience is the best virtue, and even then, we can't all win.
(Indeed, we probably want to make sure that Scratch runs fast for everyone before we even think of implementing some suggestion like this.)

i think its because if they keep on adding features mindlessly it will probably cause problems with past suggestions implemented or other suggestions
sort of reminds me of that scene in sonic boom where knuckles becomes mayor !

Well I wouldn't say “mindlessly”. They would add certain suggestions that are well known. i think its because if they keep on adding features mindlessly it will probably cause problems with past suggestions implemented or other suggestions

Maybe because there's so much other stuff happening on the website, and the Scratch Team is so small, that we can't possibly implement all these suggestions. If you have not seen it before, This document might help with your question about there being certain reasons. The Design Principles section is about half way down. I actually liked what they said about adding features “we have found that reducing the number of features often improves the user experience. What initially seems like a constraint or limitation can foster new forms of creativity.“
I like looking at the early, pre-1.0, version of scratch and wondering what discussions were made to remove features. For example, very early on you could create scripts that could be used as reporters (they had an “output” block for returning a value).

Actually, it's none of the above. It takes a lot of thinking, debating, and initiation. The Scratch Team doesn't always announce when suggestions are implemented – you'd have to look around at the site.
Nonetheless, there are some more recent suggestions that were implemented. An announcement was made on F4F and advertising. Scratch videos have captions. There are decoy report options to stop lots of false reporting.
That being said, the Scratch Team doesn't announce them – which means some might be in the process of working on them, so we might just have to wait a bit longer.
In other news, @Paddle2See* said on the “change gender setting” suggestion that they do want to add this feature, so we might get that suggestion implemented in the near future.

Is it that they don't have the resources to implement them? It depends on what the suggestion is. For example, Scratch for video game consoles is rejected because they don't have these resources.
Is it that they'd confuse New Scratchers if implemented? Sometimes – such as 3D Scratch.

Or is it that they're too lazy to do anything and they just leave us hanging? Just because they don't implement MOST suggestions doesn't mean they're lazy.

1. I don't think they're planning on Scratch 4.0.
- “Also — you should probably assume that any suggestions made will be for Scratch 3.0. We're still working on that and have not thought about a Scratch 4.0 yet.” [source]

3. We have things that can confuse New Scratchers already, I don't think most stuff suggested is a problem either.
4. Well - seeing as we aren't in the Scratch Team, we don't know if that is true or false.

It's probably a different reason for each suggestion.
