Well, the Scratch Forums is based on a thing called DjangoBB, (link at the bottom of every page) and those are some pretty basic emojis (unlike and , so I wouldn't be surprised if they were made by someone else.

Idk about that, the emoji in the main website has an open mouth while this one doesn't, it just doesn't feel the same
