Perhaps if someone bumped a topic many times within a short period of time, but merely bumping a topic while it is still on the front page, or within 24 hours of the last post, is not really spam.

You're wrong.
That suggestion is to change the bumping rules, this one is to give a warning when you break them.

That would be spam. As for the topic, you can just spam and they can't catch every combination of 178742 characters.

In that case, how is it any more effective than reading a sticky? Also, wouldn't that be quite annoying to get a warning almost every time you say the word “bump” without the intention of bumping a topic?
NOTE: I put the word “reading” in bold because it would be slightly more effective than just a sticky since someone could not read said sticky, but it won't be more effective than the act of reading a sticky.

There is a major flaw with this: “BUMP” is a common word. Like somebody could say “why are ppl saying bump” and a warning will appear when the persons intention was not to bump the topic.
