We don't know that. As far as our knowledge goes, these users may think a certain element goes against the rules, but it's really just fine.

Mass reporting and false reporting aren't the same thing.

• Mass reporting means that a lot of people report a project - typically, but not always, for no reason. When a project is mass reported, it's automatically unshared. This happened to a project that was recently featured but was a copy of another project, without any credit.

I agree - making an announcement won't stop the controversies because some people would obviously still false-report since the Scratch Team can't really do much except for maybe banning the false reporters and bringing back the unshared projects.

Making an announcement isn't a wizard's trick to psychologically change everyone.

I think the purpose is not to stop false-reporting, but to let people who are false-reported understand they can appeal. It could also encourage “true reporting”.

Do not allow more than 1 report per project per IP address (so you can't spam it on all your Alt accounts)

Any IDENTICAL report messages (that have been copied and pasted exactly) won't be sent to a moderator and count as a report

An algorithm to stop mass-reports on popular projects: (this would not be in a project or visible, I have written it in Scratch Blocks to make it easier to understand)

Ah, I found this topic before I could suggest it myself. Good idea!

I've tried to explain that this is a myth to some users, but most of them trust popular Scratchers over the Scratch Team. I've also seen users claim to have been false reported when they actually break the Community Guidelines. It's very hard to persuade them that this is false when popular Scratchers that break the Community Guidelines say otherwise.

If the Scratch Team can convince them that false reporting is a myth, some famous Scratchers might get mad or say that it is a lie. However, Scratchers need to be exposed to the truth, rather than what Scratchers who break the Community Guidelines and use “mass reporting” as a cover-up tell them is true.

In other words, support. This will make a great impact on the Scratch Community.

One flaw of Scratch is how famous people can do anything at all and everyone will believe it and it will get popular, but it's even worse when they trust those famous people more than the ST themselves. Agreed. I also don't see why a lot of Scratchers follow (removed by moderator - please don't name names) just because he was “mass reported”. In my opinion, I think he got more popular when the project got taken down.

I'm also kind of mad at him, since he did start this madness. Although, it's not his fault people worship him. It's just sad that they do even though he is incorrect.

I'm not sure an announcements topic would stop mass reporting, but it would help clear up some misconceptions. At the moment, there's so much controversy, no one knows what to believe. For instance:
I know mass reporting's becoming a big problem, but can scratchers really get banned temporarily if enough people report their projects? Or are they just trying to get attention?

A lot of people are also starting up studios, saying we need to “fix” the reporting system, often without ideas on what it should be changed to. I think an announcement from the ST would be good to clear up some of the controversy, at least so people know what to believe, and it might help calm people down a bit, if they know that the ST recognise mass reporting as an issue.
