Don't allow users with less than 100 posts to post in Announcements
I think that this is a good idea, but I think it should be 50 posts, not 100.
No, bad idea. People with 50 posts still spam (speaking from experience),
People with 50 posts usually don't spam, and spam can be reported.

People less experienced can't spam, but people who have over 100 posts might have spammed in other topics in order to spam on the Announcements forum. Let's say if someone has a history of spamming, they can't go on the Announcements forum unless they appeal. This will remove more spammers from that forum. People should check if they have a history of spamming. Although someone who hasn't spammed can spam, be checked and not be allowed on the Announcements forum unless they appeal.

The announcements forum is a container for spam, much like the show and tell forum is a container for advertisement. This is why spam is allowed in the announcements forum; usually the only post that matters in the announcement forum is the first post, and all other posts after it are irrelevant; hence spam isn't an issue.
If you prevented spam in the announcement forums, people would just spam in the other forums where spam actually is harmful. Similarly, if the show and tell forum were to be removed; I can bet that there would be many spam topics advertising projects in the other forums.

I don't agree with this. Replying to the announcement can be useful to discuss the announcement or to ask questions. If it weren't so, then all announcements could simply be closed upon creating. Additionally, spam posts can slow down the Scratch servers and client's browser, even if the user has no intention of reading them. The announcements forum is a container for spam, much like the show and tell forum is a container for advertisement. This is why spam is allowed in the announcements forum; usually the only post that matters in the announcement forum is the first post, and all other posts after it are irrelevant; hence spam isn't an issue.

Oh god, this is one of those posts that want to collect disadvantages and rule the world… Any suggestion can be used to bully, you know, you could bully someone because they are a New Scratcher and yet that doesn't happen thanks to the Community Guidelines.

As I said before, I won't completely support this suggestion since people could spam on purpose to “unlock” the Announcements forum.
