Obviously it would look more professional than this, but what do you think?

403 Forbidden
The request was valid, but the server is refusing action. The user might not have the necessary permissions for a resource, or may need an account of some sort.

Of course it is, this is an idea. The current 403 page is an edit of the extremely old version of the 404 page.
