Latin is the official language of the Vatican City State (in Latin Civitas Vaticana). Therefore it _is_ a real language and assigned to a region/country. (I'm posting here, because I don't know how to answer PaddleToSee's post directly.)

If it is ok I can provide a topic with an initial post in Latin language explaining where the language is spoken and what are some Latin language projects on Scratch, giving other Latin speakers the possibility to post there to chat about scratch or presenting their Latin projects.
