This is probably a stupid question but what do the blue dots next to forum pages (some don't have any) mean?

In html dots are in bulleted lists like this: This is probably a stupid question but what do the blue dots next to forum pages (some don't have any) mean?

I think she means the “new message” indicator.
It indicates that there are new posts in that particular topic thread.

Relatedly, there used to be blue dots with the same purpose next to subforums – that is, the links you see at the discussion home – but apparently those were removed! (They'd indicate whether or not there were any unread posts on any topics under that forum.)
