Collabs
Many people have asked for more than one person to work on a project but it was rejected for moderation purposes.
but I now have a solution. You could share the project but add people to edit it.
In a nutshell

The project's owner can choose which version he/she wants to use. The other versions can also be downloaded by either the owner or the creator (this is encouraged to prevent loss of work.)

No. Firstly, that would be visible to all the other editors. Second, it's not disabling See Inside, so anyone can see the comment. While a comment could be well hidden, it's still visible to anyone willing to look for it. Projects solely for attempting to get around the “no PMing” rule by using this could be reported as such. Additionally, comments would be very useful here. For example, you just made a change with a bunch of confusing code, and you want to explain why.

What if a proposed change contains inappropriate content?
Firstly, the original project owner could check and test the new changes, to make sure nothing was inappropriate. Second, there could be a “Report Changes” button. There would also be a warning that if a change applied contains inappropriate content, the original owner's project would be reported.
