You mean “What are the evil kumquats?” and “Mini-Bloky”.

A kumquat is a type of fruit like an orange, but I dont think citrus fruits can eat our signatures, do you?
So many Scratchers fell in love with the idea of an evil kumquat roaming around the Scratch forums, chomping every signature, all the Scratchers adopted the joke from "Cheddargirl“, now the kumquats are a popular gag in Scratch!

”Cheddargirl“ couldn't transfer his old forum signature during the transition to 2.0, so she came up with the idea that her signature should be eaten by something, and that ”something“ was called ”kumquat".

If you mean how to make signature, click the “Discuss” button, there, scroll down, and you will find “Change your signature”, now, click it, and you can change it! Be sure to click the checkmark (✓) to preview your signature, else you will be screwed up and need to redo your signature again!
