1. I would love this idea, but how would it be formatted? I don't want BBCode

We definitely need this! The formatting for bolding, italicizing, and underlining in comments should work the same way like it does in the forums (like using [b][/b] for bold, etc.).
EDIT: What I meant to say is, we should be able to use BBCode for bolding, italicizing, and underlining in comments.

I do support this! I can't really think of much that could go wrong with this improvement, the pros definitely outweigh the cons, and I would think of this as quite a nice bonus.
Well, actually somebody could make a comment more dramatic in a bad way, like:

Yes, someone could make a comment more dramatic, but it would probably have the same effect, and you can always use the report button. I do support this! I believe this is referring to the comments rather than the description, however. Yes I agree. If the forums have it then the description should to.
Not to be offensive or anything, but there is still a large amount of people who don't understand how BBCode works, and adding it to another large part of the site will probably throw a lot of people off. We definitely need this! The formatting for bolding, italicizing, and underlining in comments should work the same way like it does in the forums (like using [b][/b] for bold, etc.).

This also brings me to a question, or rather suggestion adding to this topic; would unclosed tags be automatically closed at the end? Or if someone replies, they would have to manually close it?
In example, someone does not close the bold tag in the code below:
Yes, I think this is [b]a great suggestion.
And then, someone quotes it.

Also, support to this suggestion, and pulling inspiration from theonlygusti, it should be a simplified markdown, or if it uses BBCode, which it should not, it should automatically close any unclosed tags.

BBCode in comments wouldn't work. BBCode is designed pretty specifically for forums. Using markdown in comments would be nice

Well it would, it's just a very ugly markup language. I agree that markdown would be a far superior choice, and it should also be markdown in the forums. BBCode in comments wouldn't work.
