What are the “pants” blocks mentioned at LLK/scratch-blocks#220?

I'm guessing it's everything below the label part of a block?

But for the if-else (or any E shaped) block, assuming I'm right above, what's considered the “pants” of the block?

I'm pretty sure “pants” is the new name for C blocks (at least in horizontal mode)
