Removing 60 second rule for scratchers

I understand that the 120 sec rule is for stopping spam, but once scratchers become scratchers, then spambots are useless.

Scratchers only have the 60 second rule 
I agree that it gets annoying, especially when all you're doing is asking a question to clarify something someone said and you have to wait…
However the 60 second rule can be really bad - sometimes someone says something that is blatantly wrong and when I try to correct them - whoops! I can't - and I just have to hope that whoever was having a problem will check back to the thread rather than be confused about why the solution they were given doesn't work.
As it is, this has been suggested before and basically been rejected.

I agree that it gets annoying, especially when all you're doing is asking a question to clarify something someone said and you have to wait…

However the 60 second rule can be really bad - sometimes someone says something that is blatantly wrong and when I try to correct them - whoops! 5. Removing 60/600 rule, New Scratcher status, etc.
While all of these things may seem annoying, they are extremely effective shields against spam.

Sorry - we still feel that it's a necessary security feature to throttle the post rate. Some commercial spammers and trolls have made it to full Scratcher status in the past. And even for real community members, we think it's a good idea if people consider their responses before posting - a posting throttle helps enforce this.
